NOAA provides an app that works in the Southeastern region of the U.S.

"The Dolphin and Whale 911 app enables you to immediately report stranded dolphins, whales, manatees and seals in the Southeastern United States (Alabama, Georgia, Florida, Louisiana, Mississippi, South Carolina, North Carolina, Texas, Puerto Rico, and the U.S. Virgin Islands).

Your report of a stranded, hurt, or entangled marine mammal will immediately go to trained and authorized emergency responders in the Southeast U.S. Marine Mammal Stranding Network.

This app enables you to report dead marine mammals, as well as live marine mammals in distress and in need of assistance. Your quick reporting may help save an animal’s life by providing rescuers with real time information about the location and kind of marine mammal and enables scientist to collect valuable information that will help marine mammal conservation.

This app allows you to:
> Report dead, injured or entangled marine mammals by connecting them to the nearest stranding response hotline, so that trained responders and veterinarians can treat and rescue the animal.
> Send a photo of the marine mammal along with GPS coordinates to the nearest marine mammal stranding network organization.
> Identify the kind of animal by providing an electronic field guide of marine mammals found in the Southeastern U.S.
> Help rescue live beached and dead marine mammals by providing you with a list of “do’s and don’ts” or tips on what to do when you find a live or dead stranded dolphin, whale, seal or manatee.

Android:  This app only works on Android devices running version 4.3 or older.

Apple: Requires iOS 9.0 or later. Compatible with iPhone, iPad, and iPod touch."
